The Pondicherry Veterinary College later rechristened as Rajiv Gandhi College of Veterinary and Animal Sciences (RAGACOVAS) is now renamed as the Rajiv Gandhi Institute of Veterinary Education and Research (RIVER). The Pondicherry Veterinary College Society (PVCS) is governed by the Board of Governors headed by Thiru.S.Velmurugan as the Chairman. There are 12 Members on the Board of Governors with the Secretary (Animal Husbandry and Animal Welfare), Government of Puducherry as the Vice-Chairman and the Dean as Member-Secretary. Rajiv Gandhi Institute of Veterinary Education and Research is fully funded by the Government of Puducherry. The Institute is spread over an area of 59.21 acres at Kurumbapet, Puducherry and located about 7 kms from the main town. The campus is divided into Zone A which is the Main Campus housing the Administrative Block, Academic Blocks, Central Library, Instructional Farm Complex, Fodder Demonstration Farm, Canteen, Students' Cooperative Store and Aviary cum Fish Pond; Zone B located also at Kurumbapet has the student hostels for boys and girls, gymnasium and the staff residential quarters. Zone C located at Mettupalayam is about 2 kms from Zone A where the Teaching Veterinary Clinical Complex (TVCC) functions. Since its inception the college has made a spectacular progress owing to the excellent support extended by the Board of Governors and the Government of Puducherry.
The Academic Departments have been established as per the mandatory stipulations of the Veterinary Council of India (VCI) and the current faculty strength is 56. The faculty are from reputed colleges and institutions of the country. The VCI has recognised the BVSc & AH degree program offered by this college with effect from 25/11/1999, the day the first batch of students completed their five year course. The BVSc&AH awarded by this college is included in the First Schedule of Indian Veterinary Council (IVC) Act.
Each year the college admits 60 students, of which 30 are admitted through the Centralised Admission Committee (CENTAC), Government of Puducherry. The remaining seats are allotted to candidates selected by the Veterinary Council of India, apart from those selected by respective Union Territories. Foreign Nationals, NRI/NRI Sponsored individuals are also admitted based on their +2 marks and an Entrance Exam. The college is truly multi-ethnic and multinational given the fact that the students are drawn from different parts of the country and across the globe.
The Institute is an active participant in the annual web-based All India Survey on Higher Education (AISHE) conducted by Ministry of Human Resource Development since 2010-11. The survey covers all Institutions in the country imparting higher education. The data collected will be useful in making informed policy decisions and research for development of the Education Sector (http://aishe.gov.in).
The Institute also offers Post Graduate Program (Master of Veterinary Science-MVSc) in Eleven Disciplines namely Livestock Products Technology (LPT), Veterinary & Animal Husbandry Extension Education (VAE), Veterinary Biochemistry (VBC), Veterinary Microbiology (VMC), Veterinary Pathology (VPP), Veterinary Surgery & Radiology (VSR), Veterinary Gynaecology & Obstetrics (VGO), Veterinary Medicine (VMD), Veterinary Public Health and Epidemiology (VPE), Veterinary Parasitology (VPA), Livestock Production and Management (LPM).
In keeping in line with e-Governance initiatives, the Institute has started adopting e- Tendering / e-Procurement process through the Government of Puducherry portal at https://pudutenders.gov.in .RIVER has since successfully completed 5 e-tenders for the civil and electrical works and looks forward to implementing all tendering and procurement process only through e-Governance portal ensuring utmost transparency.
Financial assistance to a total of INR 65, 00,000 (Rupees Sixty Five Lakhs Only) was accorded to the Institute on FIST Program by SERC Division, Department of Science and Technology, Ministry of Science and Technology, Government of India for 5 years to strengthen the Teaching and Research facilities. As a First Instalment, INR 54,500/-(Rupees Fifty Four Lakhs and Five Hundred only) was released in 2012-2013 under creation of capital assets.
In recognition of its dedicated services in the area of Veterinary Education and Research, the University Grants Commission (UGC) has awarded 2 (F) and 12 (B) Status to the Institute under the UGC Act of 1956.This recognition would enable the Institute to get funds from the UGC under the Five Year Plan Grant and from other Funding Agencies that include DBT, DST etc.
Further, the Institute has added another feather to its cap with National Assessment and Accreditation Council (NAAC), an autonomous institution of the UGC awarding 'A' Grade valid for a period of five years from 10.07.2014.
